City Councilmember- Position Description
Term: 4 years
Meetings: Normally held on the 1st and 3rd Monday of each month, plus special meetings as needed.
Position Overview:
A City Councilmember serves as an elected official responsible for representing the residents of Goodview and making decisions that guide the City's future. Council Members are elected at-large (not by ward or precinct) and represent the community as a whole.
Key Responsibilities:
- Attend and actively participate in all City Council meetings
- Attend special meetings, workshops, and emergency sessions as needed
- Review meeting materials and stay informed on city's issues, ordinances, and policies
- Vote on ordinances, resolutions, budgets, and other official city business
- Serve on city committees, boards, or commissions as assigned
- Provide oversight and direction for city operations through policy decisions
Community Engagement:
- Serve as an ambassador for the City of Goodview
- Represent the City at community events, meetings and regional functions
- Listen to and communicate constituent concerns, questions and feedback
- Promote transparency, trust, and positive relationships within the community
Time Commitment:
- Regular meetings twice a month
- Additional time for committee work, preparation, and community engagement
Compensation:
Councilmembers compensation is set by City ordinance.
Beginning January 1 2027, Councilmembers receive $3,600 annually ($300 per month), which represents compensation for all regular and special City Council meetings.
Legal & Eligibility Requirements:
To serve as a City Councilmember, individuals must meet the following requirements in accordance with Minnesota law:
- Must be eligible to vote in the State of Minnesota
- Must be at least 21 of age upon assuming office
- Must have maintained residence within the City of Goodview for at least 30 days prior to the election
- Must maintain primary residence within the City of Goodview throughout the term of office
- Must be a registered voter in the City
Ethical & Legal Responsibilities:
- Comply with Minnesota Open Meeting Law
- Adhere to data practices law and requirements for handling public information
- Avoid conflicts of interest and follow all applicable ethical standards
- Take the Oath of Office prior to assuming duties
- Act in the best interest of the City of Goodview and its residents

- Ability to work collaboratively and respectfully with others
- Willingness to review information and make informed decisions
- Strong communication and leadership skills
